COVID-19 outbreak in Cúcuta prison and penitentiary complex, June - July 2021

Introduction: On June 7, 2021, the Cúcuta Secretary of Health reported cases with respiratory symptoms in the Cúcuta prison center, the approach to determine the possible outbreak of COVID-19 was immediately initiated.
Objective: characterize the COVID19 outbreak, identify the transmission chain, and risk factors to establish prevention and control measures.
Methodology: The characterization was performed in person, place, and time. The sources of information were the Sivigila reporting base of positive cases, the characterization base of conglomerates and the penitentiary center casuistry. Active Institutional Search (AIS) and Communal (ACS) were executed in sectors, and records and notification forms were reviewed. The data tabulation was done in Microsoft Excel 2007, and the information was analyzed in Epi Info. Attack rates per sector were calculated; identification of risk factors and overcrowding in prison.
Results: 79 COVID-19 cases were confirmed: 65 inmates, 11 guards, and 3 INPEC administrative personnel. The highest attack rate was 100% identified in the population with a prison furlough history, followed by the administrative employees with 70%, and in the UME sectors, the prison for women, with 40%. The lethality was 2.5%. At the 5% level of significance, differences (p<0.05) were found between sex and occupation (administrative, guards, PPL). The water supply, overcrowding control and personal protection measures needed to be more.
Conclusions: a COVID-19 outbreak in prison was confirmed, and the situation was controlled with the implementation of preventive actions, individually and collectively.
Recommendations: Maintain communication between the health authority and INPEC personnel to respond adequately.
